Conditions attached
- Citywide there is no cap on the number of permits, but new vacation rental certificates (other than Junior certificates) are not issued in any Organized Neighborhood at or above a 20% VR neighborhood percentage cap (PSMC 5.25). Only one vacation rental per natural person or non-business entity; corporations cannot hold a certificate.
- Fees above are for a whole-home, non-owner-occupied Vacation Rental certificate. Junior Vacation Rental certificate is $523 (limited to 6 contracts/yr; neighborhood caps do not apply) and Homeshare (owner present) is $261. Estate Homes (5+ bedrooms) also need a Land Use Permit ($647 one-time) and are certified for only 5 or 6 bedrooms. No night cap, but a contract cap: 26 contracts per calendar year for new certificates (prorated the first year); a contract summary must be filed with the city before each stay. Single-family dwellings (and condominiums per the FAQ) only; apartments and multi-unit buildings prohibited; HOA letter required at application and each renewal. Stays of 29+ days are not regulated as short-term. Annual city safety inspection (initial inspection and one follow-up at no additional cost per the city inspection form; City building/fire follow-ups may be charged per the fee schedule) and pool/spa electrical compliance certification every 5 years. Owner must carry liability insurance (minimum $500,000 per occurrence); 24/7 local contact able to respond in person within 30 minutes; occupancy and vehicle limits by bedroom count; owner must attend the city education program; account number required in all advertising; good neighbor brochure and signed Statement of Rules and Regulations. One-time TOT permit fee $25 (used as application_fee_onetime). Transfer fee $222; certificates cannot be transferred to a new owner (must close and reapply).
